You can't get it anymore. The only possible way to get the item is by using Action Replay. If you need a code for this, simply navagate to our Pokemon Action Replay Forum, and create a topic.

This Key Item is only found through events that have already passed, and therefore can only be obtained through cheating. It was once used to unlock a door to Harbor Inn in the top right vertex of Canalave City, only to find a man who puts you on a boat to rest. It led to New Moon Island. There you may find Darkrai.
