If you want HM 04 STRENGTH, you'll have to go to Iron Island and meet up with Riley. That would be where you get it.

The HM Strength is not fixed when you get the Zen Badge, it is fixed when you defeat Canalave gym. It would be found on Iron Island. I hope that I've helped. MaPoLe3591
