Where exactly do I get the Pal Pad? And Until when can I transfer Pokemon from version to version?

You can get a Pal Pad by going to the Pokemon Center and going to the lower level of the Pokemon and talk to the first lady behind the counter who will give you the Pal Pad, in it you can register Codes and find your own code.
As for transfer or trading of Pokemon from Version to Version I believe that can happen any time during the game but for Ruby, Sapphire, Emerald, FireRed and LeafGreen you would need to wait until you defeat the Pokemon League so that you can access Pal Park.
