Well you can't see one in the wild but you can battle a trainer that has both Umbreon and Espeon. Just go to Route 212 and battle everyone until you find the right person.

Get Eevee very happy and level him/her up one and it will evolve into Umbreon. You can catch Eevee when you have the National Pok�dex, and go to the Pok�mon Mansion. Save the game and talk to Mr. Backlot. He will say he saw a rare Pok�mon in his garden. If he does not say Eevee, restart the game and try again.
A Collector on Route 212 has one.
