I was trying to catch Zaptos by making it sleep, But when I did, it was STILL able to flee. How can it do that if it was asleep?

All in the percentages. In this game, even if it's asleep, you're using an Ultra Ball, and it's HP is all the way down to 1, you only have a 4.366% chance of catching it. You'll need about 23 Ultra Balls to catch it. Of course, that's all chance.
Even if it has stats condition it can still flee thats the way roaming Pokemon are programed. The only way to stop a roaming Pokemon from fleeing is to have a Pokemon with a move like Spider Web, Mean Look or the ability Shadow Tag. Spinark can learn Spider Web and Crobat can learn Mean Look. Though the moves only work if I'm not mistaken if your Pokemon is a higher level then the roaming Pokemon.
Can't YOUR Pok�mon flee while sleeping? Well, mine can. So, instead of making it sleep, keep it from fleeing by getting a Pok�mon that has a higher level than Zapdos, and can learn any of these: Shadow Tag, Mean Look, or Spider Web.
Mabye moltres and Arcituno saved him and flew away I'm just guessing
