Believe it or not, they were an event. I do not think it is too late for Suicune. You have to use the Mystery Gift.

There were six events for them recently. Three of them let you get the dogs from Gamestop and the other three let you get them over wifi. Unfortunately the events have all ended. The last event was Suicune and it ended the 27th of February. The only way now to get them is through an Action Replay or through trading. If you have wifi then you could ask for the three Legendary Dogs in the Pokemon Trading Forum. You should be able to find someone there who will be willing to trade them to you.

You can't.that is,unless you migrate from a gameboy advance game to platinum.hope this helped!
