You need to head to their HQ in Veilstone City. You won't be able to get in at first though. First you have to head over to the warehouse which is next door. After you make it all the way through the warehouse you find the Galactic Key laying on the ground. Now head out and into the HQ and go inside. Just battle your way through the building till you battle the boss. After you beat him he'll leave, head over to the warp panel that was in the room next to the one he was in. Step on it and you should be taken to another area. Just follow the path till you get to the room where their holding the three lake Pokemon. The guy you need to battle will be in this room.

Go to the Warehouse in Veilstone City. Looker should unlock the door and let you pass, but he says yo shouldn't go in. Go in anyway. Battle your way through until you find the Galactic Key on the ground. Now get out and head to their HQ on the other side of the city. This is basically a maze of battles. Find your way through until the rooms get dark. The boss is in this room. He will say something then give you a Master Ball and leave. Go in the warp panel in the top right corner. Follow the freaky path until you get to a door. Go in. You will battle the boss, Cyrus. If you win, press the button and they will be free.

Just go to the HQ in veil stone city go past all these doors get the key to open them in the warehouse so go through the doors until you get to Cyrus battle him he will give you a master ball go past another door go into this place where uxie,mesprit and azelf battle this guy win and set free the pokemon
