To evolve Scyther, you need first need the item Metal Coat and someone who will trade with you. You can get a Metal Coat on Iron Island, and from some wild Bronzor and Bronzong. After you have the item give it to your Pokemon and find someone to trade with you. If you have no one to trade with but have wifi, then you can ask in the simple requests thread, in the Pokemon Trading Forum here on SuperCheats. It should take to long for someone to come along and help you trade your Pokemon if you go there.
