Question for Pokemon Platinum
How is it possible to clim on top of a Pokemon center so pal pad can be open? Also how do you make the fat guy inside Victory Road move even if you already won the Pokemon League? And finally where do you acquire a Rock Incense?

You can't climb onto the top of the Pokemon center. To open Pal pad all you should have to do is press A on it. If your wanting to get your FC you need to go into wifi at least once, then you'll be given your FC.
To get the guy to move, I believe that you need to have the National Dex, which you get after you fill the Sinnoh Pokedex.
Rock Incense I think can be found in Fuego Ironworks.

It is impossible to climb onto a Pokemon Center. To open your Pal Pad you have to press X and select your Bag, then go to Key Items after you talked to the Ninja Boy in Jubilife City. Select Pal Pad and it will say Register and Use as options. If you select Register, then whenever you press Y it will be open, but if you have it, your currently registered Key Item will not be registered anymore. If you select Use, it will open up.
Meet every Pokemon in Sinnoh and fill the Pokedex. Then talk to Professor Rowan and he will introduce you to Professor Oak. He will give you the National Pokedex. After this, you can use Pal Park, go to Route 225, Route 226, Survival Area, Route 227, Stark Mountain, Route 228, Route 229, Resort Area, and the path through Victory Road that takes you to Route 224 and Seabreak Path.
You can find the Rock Insence when you have found Mr. Fuego in the Fuego Ironworks. To get there you follow the path from Surfing in Route 205.
