Aron - Fuego Ironworks. Only by Pokeradar.
Lotad - Must trade or migrate for it.
Whismur - Must breed Loudred. Loudred can be found on the top of Mt. Coronet (the grassy, snowy area) by using the Pokeradar.

It is in Sapphire or Emerald on Route 102. It is also in Heartgold or Soulsilver. It can be found in the Safari Zone with special items.Guest answered:
You can migrate or trade for them all but you can do these:
Lotad: One of the above.
Aron: One of the above or Fuego Ironworks with the Poke Radar.
Whismur: One of the above or breed a Loudred or Exploud.
