Through a lot of leveling up. I would suggest throwing it into battle at the start, then swapping it out with a Pokemon that can actually do something. Evolves at level 20, I believe.

1.Give it an Exp. Share. Put it at the bottom of your party. 3.Then get in a battle. win. Keep repeating steps 3 and 4 in order to evolve it. Or if you don't have an Exp. Share, follow these steps instead:
1. Put it at the top left of your party. 2. Get in a battle. 3. On the first turn, replace it with a strong Pokemon that can actually fight. 4. Win. Keep repeating steps 2-4 in order to evolve it.
