Well, a Level 70 pokemon with a high powered Dark move should do the trick.

You just need a fairly good dark type Pokemon.They can be from any where from level 60-70.At LEAST have it at level 55-65.Or just use brute force,Believe me he is pretty tough but with right type of Pokemon he should be pretty easy.
An good place to train is-Victory road,Route 223 and since your having trouble with the last member of the elite4,you should try training against the other members.

just get the cheat to walk anywhere on pokemon platinum. I think it is on cheatcodes.com, Then, just walk trough Lucian. NOTE: you must have an action replay to do this. If it is on cheatcodes.com, then it will probaly work.
