How do I make my burmy (plant cloak) evolve into wormadam (trash, plant, or sand cloaK)?

I'm pretty sure all you have to do is get a female Burmy to level 20, then it will evolve into a wormadam.

Take a female Burny, then level it up to lvl 20. Then should evolve.
