Most people use the program called Pokesav.
Here is the link to download it, Download the latest english version and you'll be set.

You can make your own action replay codes by downloading something called Pokesav on your computer. Then you can edit your description to your code to whatever you want from it. Once you are finished describing it, it should tell you the code.
Note that most off the wall codes may not work.
