The one most used is called pokesav, here's a link on Super Cheats that takes you to the pokesav you want. Just read down and find the one you need for what Pokemon game.

You can use pokesav not exactly sure how since I haven't used it yet
But you can make codes that way

There's a downloadable program out there somewhere called Pokesav. It can be used to create your own pokemon. I'm not exactly sure how to use it. You're on your own about that.
