Heart scales are obtainable from the news paper place in Solaceon Town. Rhyhorn evoles into Rhydon by leveling.

I know you can get heart scales in the under ground
And ryhorn evolves into rydon at level 45

Heart Scales are either found in a) the Sinnoh Underground or b) at the newspaper place in Solaceon town.
Rhyhorn evolves into Rhydon at level 42, and then you can trade the Rhydon holding the item Protector to evolve it into a Rhyperior.
