Yes it is but some items and Pokemon formes will not be able to be traded over.

Yes. It will be compatible with Diamond and Pearl. You can trade Pokemon from Diamond and/or Pearl to Platinum. But some items, and Pokemon may not be traded from Platinum to Diamond or Pearl.
