OK you must have completed the game and have unlocked the evolution place. And cyndaquill must be level 16.

Beat the Dark Crater to be able to evolve Pokemon, then level up to Level 16 to become Quilava and Level 36 to become Typhlosion.

You can only evolve after you beat Darkrai and unlock luminous spring. Luminous Spring is a place where Pokemon evolve. You have to go to Luminous Spring at level 16 or higher to evolve into Quilava and come back at level 36 or higher.
