You must have a Sun Ribbon you can't without you can find them in Golden Chambers Deluxe Boxes (Golden Chambers only) you can only get the Deluxe Boxes if you are a water type or have All-Terrain Hiker or Abseloute Mover Note:To evolve you also needs four stars of IQ or else you can't
