After completing the story and recruiting both Dialga and Palkia, you can evolve Riolu at Luminous Spring. He should be a high enough level by the time you beat the game. Dialga and Palkia can be recruited after credits roll (Palkia you have to go to Spacial Rift again). Hope this helps.
You need a sun RIBBION not a sun SCARF and to have beaten darkrai and Ursarigs have spoken to you about it
