you cant evole because you arn`t far enough into your quest yet after you beat darkarie thenyou can evolve :D
once you beat the main story of the time gears and dialga you go on a mission and find a manaphy then the azeril gets sick and you need to find drowsy then you beat up darkrai and you can evolve
In order to evolve, you must defeat darkrai (The main cause of Dialga's Primal Forme), and then you must recruit Palkia in order to fix the space-time continuum. Once the space-time continuum is fixed, then and [b][/b] ONLY THEN [b][/b] will you be able to evolve you and your partner.
