help!!!! i cant figure out how to evolve

I started the game as a phanphy
I have recruited palkia and dialga, I beat daarkrai, my iq is 3 stars... What else do I need to do? And how or wheere do I do it?

Hmm...Make sure you've unlocked Marine Resort. Also, Have Ursarig and Ursarig told you that Luminous Spring has changed? If so, then you can evolve. Otherwise you may need an Item. Hope this helps.

go to luminous spring when the ursarings said the springs changed

You can evolve after unlocking all dungeons and vigoroth will appear in spindas cafe, give you a mission to get a special item get the item you will hear an earthquake the next day the evolve spring will dissapear then go to the hidden land again you will find it at the end it will be marked on the map ps you will find new Pokemon in the hidden land
