Unfortunately, you can't get two Starter Pokemon In-Game. You can, however, breed your Starter Pokemon in the Daycare. This will give you an Egg of the lowest level evolution Starter Pokemon you have. Ditto works best as the second Pokemon in the Daycare.
You can also obtain more Starter Pokemon by Trade or a Cheat Code.
