The Spiky-Eared Pichu is an event pokemon. The event was for a Pikachu Colored Pichu (shiny Pichu) which, when brought to the Ilex Forest, would trigger an in-game event that gave you a Spiky-Eared Pichu. The event to get the trigger Pichu ended a long time ago. You must trade for an event Pikachu Colored Pichu.
The Spiky-Eared Pichu cannot be traded or migrated to a generation 5 game.
The Spiky-Eared Pichu cannot evolve.
IMPORTANT-The Spiky-Eared Pichu cannot be male. It was ALWAYS female. No matter how many times you try, or how many people you talk to, you will NEVER find a male one. I don't think you could hack one male without risking damage to your game.
