I would say the best Level to evolve Eevee into Jolteon would be at Level 57. This way, you can have Eevee learn all of the moves that it can from Leveling-Up.

Look at the list of Eevee's moves, and decide which ones you want your Jolteon to know. Evolve Eevee after it learns the last move you want. Remember, through TMs, Move Tutors, and Move Relearners your Jolteon can learn any moves it would have at a lower level.

The sooner you evolve Eevee, the sooner your Jolteon gets to learn electric moves that it learns through out the levels.
