How do you get the last gym badge. Red is not at the gym, so can someone tell me where he is I can't find him. Thank you.

Actually, Red is not the Sixteenth and Final Gym Leader; Blue is. Blue can be found on what was Cinnabar Island. He will only go to his Gym in Viridian City if you show him that you have Fifteen Gym Badges.
