After obtaining the other 15 badges (8 Johto + 7 Kanto), speak with Blue on Cinnabar Island. He will return to his gym, and you can challenge him there.

You Must Defeat 15/16 gym leaders then locate and speak with Blue.Blue will be on Cinnabar Island.Blue will then go to his gym in Viridian City.You must go there and battle him until you recieve the last badge.
