There is no possible way to battle the Sinnoh Region Gym Leaders in Pokemon HeartGold. You can only battle and Rematch the Kanto Region and Johto Region Gym Leaders in Pokemon HeartGold.

To battle the Sinnoh gym leaders, then you must play Diamond, Pearl, or Platinum version. There is no other way.

You don't battle the Sinnoh Gym Leaders. The only person from the Sinnoh region that you see in this game is Cynthia.
