Question for Pokemon Heart Gold
I had the code to unlock/collect all Kanto Gym Badges but Professor Oak won't give me the HM08(Rock Climb). And Blue is still at Cinnebar Island... Any solution for the game to recognize that I have all 16 Gym Badges?

The game doesn't know what happened. You may have created a barrier that will prevent you from actually progressing. Try to obtain the badges the way they are supposed to be obtained, if you can you should be able to salvage your save file, if not then you may have to delete the save file and start a new one (only this time without hacking).
