You'll first need to obtain 'Headbutt' and teach it to one of your Pokemon. The tree that Starly is on is located within Pewter City. However, it is not accessible within the city itself. In order to get to it, you have to get access to this small fenced up area through Route 2. Once you get into this area, go up to the top and use Headbutt on that tree and Starly should appear.
