Unfortunately it is impossible to get Arceus on Heartgold without getting it from an event or hacking the game.

You can not get the Pokemon called Arceus on Heartgold the only is maybe trading over with someone or you can use an action replay to get it.

It is very easy:You buy the action replay codes, you write the code Lv.100 Arceus and youhave a Lv.100 Arceus that knows:ROAR of TIME,SPACIAL REND,and SHADOW FORCE!!!!

Instructions:
1. Go near any PokeMart.
2. Press L + R to activate.
3. Go inside and talk to the "Green Man" beside the counter.
4. He'll give you the Azure Flute.
5. Go to the peak of Mt. Coronet, where you found Dialga.

It replaces the Pokemon in the 6th slot in your party I suggest puting a waste Pokemon in that slot!!!Hope I helped

It sowed up shiny that's cool and awesome I've never heard of a shiny arceus before and it worked, but does it count as legit???????

What's the point of the game if you use an Action Replay on your game to get everything you need?

Sorry, but the only way I know is to trade it from platinum with the Wifi event.
