To make Snorlax move you'll need to do a few things first. Start by heading to the Powerplant, you'll need to surf from Route 9 to get to it. Once there you'll be told about a stolen part for the generator. From there head to Cerulean City and go into the gym. You'll bump into a Rocket Grunt who will say something then leave. You have to go after him and battle. After winning the battle he will tell you he hid the part in the gym. Now head back to the gym and look around till you find the part. Once you have it head back to the Powerplant and return the part. Next head to the Radio Tower in Lavender Town. When you get there you should get your Radio upgraded. Now just head back to the Snorlax and open your radio. Fix it to where your tuned into the top part of the radio circle. This should wake up Snorlax and cause it to battle you.
