Question for Pokemon Heart Gold

I have a lvl 10 carpli...uhhhh... what's the point? Which pokemon can I even fight it against? Nothing happens with this "splash" technique and I just don't get the point of it. Will it get stronger later? (I don't particularly like it I just want all my pokemon to be strong "just in case"

Ah, for Pokemon such as that, you'll need a tactic. Put the Pokemon in the first of your party, then enter a battle. As soon as you can, switch it out with a Pokemon that can battle. Once your Pokemon gets strong enough, it'll learn more than just splash and become usable.

Another thing is that Magicarp's move Splash only works on Goldeen apparently.
