Ash, also known as Red in this game, can be found at the peak of Mt.Silver. You'll have to collect all 16 gym badges, then talk to Professor Oak so he can give you access to the area. Careful though, he's tough to beat.

Yes he is very tough- with his Pokemon in the 80s!
