Why isn't Blaine in his gym...and i have all of the badges other then blue's?

The only thing I could think of is did you go in the right cave off Cinnabar Island?

The 7th gym was originally at Cinnabar island, which is south of Pallet Town, but a volcano erupted and wiped it out. The new gym is located at Seafoam Islands, which is just east of Cinnabar Island. Once you enter Seafoam Islands go up the ladder to enter the gym. Also once you beat the 7th gym you should go back to Cinnabar Island and talk to the guy there, since he is the final Gym Leader.

He should be at the top of cinnabar island. U need rock climb to get up though

Just set you ds clendar to one day forward and then go back into the gym and he will be there and then later you can go back and change the date. It worked for me.
