To get past the Snorlax, you need the Kanto Radio application on your Pokegear. To get this, pay a visit to the Radio Tower in Lavender Town. Once you get it, go to the Snorlax and open the Pokegear's radio function. Tap the area at the very top of the circle, which will activate the Poke Flute. After that, just talk to the Snorlax and it'll attack you.

You need to go to the radio tower and get another channel added to your pokegear's radio. Once you have the pokeflute channel, just go and play it while standing near the Snoralx. It should get up and move.
