Sadly you can't take the elevator. You have to take the stairs up and battle a few trainers, then you'll be able to reach Jasmine(:

In th 2nd floor of the lighthouse, one of the windows is actually a door.Use it, and then continue to the top(you will need to battle some trainers).

Once you enter the lighthouse, there should be a set of stairs off to the left. Pretty liner path, just follow it all the way up to the top and beat all of the trainers on the way.
