This is true in SoulSilver, not HeartGold. In HeartGold, the player will receive the Silver Wing when talking to a man in Pewter City.hellfire17 answered:
You get the Rainbow Wing from the Director after you defeat the Team Rocket Executive Archer at the Radio Tower in Goldenrod City.

After receiving seven gym badges, you will be instructed to defeat Team Rocket at the Goldenrod Radio Tower. When you have defeated Rocket Executive Archer, the Director will reward you with the Rainbow Wing. However, this is useless without the Clear Bell, which you must obtain eight badges and then beat the Kimono girls in battle to receive.
