You can't get mew in heartgold. You CAN get mew if you migrate it from Emerald.
I got my mew through the trade forum.

You cannot find mew in heart gold or soul silver. You have to catch him in either platinum or peal and diamond. Then trade him to HG/SS. But Mewtwo is in Heart Gold and Soul Silver. He is in the Cerulean Cave.

Not in heartgold. Migrate or GTS if you somehow already saw it or use cheats or trade forum

mew is in hg/ss in blackthorn city in the dragons den level 75 i caught it with a ultra ball
