I don't think it's possible to catch in Pokemon Black 2 or Pokemon White 2. It is possible to find it in the wild and catch it with Action Replay, though. Otherwise you would have to use Poketransfer on a previous game with a Lugia.

There is no way to catch Lugia with Pokémon Black 2 Version alone. You'll have to use Poké Transfer or this Action Replay code:
