Why don't they use the slowing effect of paralysis..

Question for Pokemon Black 2

Why don't they use the slowing effect of paralysis immediatly when it is employed? For example, lets say that a riolu is teaming up with a zoura and battling against zebstrika and flaafy. Lets say that riolu is going to use force palm, and zebstrika first uses thunder wave, and riolu still goes before flaafy, why doesntt he go after with the effect of paralysis?

I think it is this way because Riolu was the second fastest Pokemon when the turn started. It's just the way the game was created.
