The last Pokemon Gym can be a little ticky to defeat. The Gym Leader uses Dragon-Type Pokemon, which are strong Pokemon. The easiest way to defeat him is by having an Ice-Type Pokemon or a Pokemon with an Ice-Type Move in your Party (Dragon-Type Pokemon are weak to Ice-Type Moves). You could even try to fight fire with fire and use a Dragon-Type Pokemon or a Pokemon with a Dragon-Type Move to try to defeat him (Dragon-Type Pokemon are also weak to Dragon-Type Moves). It would also be wise to have a couple of revives and hyper potions on you.
