DECREASED STATS
I just recently Evolved my ONIX into a STEELIX, but instead of his Speed Stat increasing, it Decreased from 123 down to 77
NOTE: I realize that STEELIX has a Lower Speed Stat than ONIX, but Why did it Decrease instead of increase upon evolving?

The Stats on the Left are when he was an ONIX, and the Stats on the Right are when he evolved into STEELIX.
So, why didn't his Speed Stat increase upon evolving?

I think you answered your question. Since Steelix has a Lower Speed Stat than Onix, the Speed Stat decreased when it evolved.
I believe the Game Creators made it this way because Steel is heavier than Rock.

Steelix's base speed stat of 30, and Onix has a base speed stat of 70. That means that at equal levels an Onix will have a speed stat more than double that of a Steelix. Stats increase with evolution only if the base stat of the second Pokemon is higher than the first, it is reversed here.
Steelix has an incredibly low Base Speed Stat, lower than that of Onix. Thus, an Onix with the same level, IV's, EV's, and Nature as a Steelix will always be faster than the Steelix. In order for this to work; Steelix must become slower upon evolution.
