The only way to obtain a Snivy is by choosing it as your Starter Pokemon. Besides that, you cannot find another within the Game.
You could also obtain a Snivy by Trade or an Action Replay Code.

You can get Snivy as a decent starter however you can't catch one in the wild.
You can get one through trade on GTS or on this forum.
