I believe you are talking about the Relocator. The man who gives you the Relocator can be found in the Name Rating Building in Castelia City. This building can be found on the left side of the stripe of buildings behind the fountain.
You can get the Relocator by telling this person EVERYONE HAPPY and then SIMPLE CONNECTION.
After you get it, you can find the Relocator on the Game's Menu.
