If you obtained the Event Item Liberty Pass, you can take the boat in Castelia City to Liberty Island (Home of Victini). If you didn't receive the Event Item, you cannot find Victini within the game. The Event has already passed, so you cannot obtain the Event Item now.
You can still obtain Victini by Trade or an Action Replay Code.

Actually, this is no actual code for an action replay of that standard YET. I have looked and looked and have not found any code for an action replay to obtain VictinyFor more questions for Pokemon Black check out the question page where you can search or ask your own question.
