You don't. Lugia cannot be caught in Black. You must trade for one or migrate one.

You can't catch Lugia in this game, you must trade for it or transfer it from a previous game in which you have Lugia(obviously).

Sorry you can't catch Lugia in Pokemon black. You have to migrate it from a diffrent game like Pokemon soulsilver.

I'm not sure about Pokemon black but you can get Lugia in Pokemon black two in the abysal ruins using dive at undella bay than look at how to get Lugia in Pokemon black two if not use strength on every purple block you see step toward and use dive again you can get dive by asking the girl west of the Pokemon center you get strength from a blue haired Boy on the first floor of a grey building in nimbasa city

Well there is a cheat app for Pokemon ds games. If you got a friend code before nintendo shut down WFC connection then this will work. The app name is Creator for Pokemon. Just enter your friend code and you can get kanto johto hoenn and unova legendaries or anything else for free unless it is a "Special Event Pokemon" like Genesect or Meloetta.
