I'm not sure if there is any character named "Jim" in the game, let alone a leader of Jims.
If you mean GYM leader, and by "after route 2" you mean Striaton City, then the answer is all three gym leaders are in the trainer school, just like the man at the gym told you. When you check the school, someone will tell you they went back to the gym. Then, they are at the back of the gym.
