I think this Blastoise is the best:
Adamant Nature
EVs: 252ATK, 128DEF, 128SPDEF or 252ATK, 252SPD, 4HP
Moves: Avalanche/Ice Punch, Aqua Tail, Earthquake, and Outrage
Or
Modest Nature
EVs: 252SPATK, 252SPD, 4HP
Moves: Ice Beam, Hydro Pump, Hidden Power (Ground), and Rain Dance
You should go with whatever Moveset you like. These are only my suggestions.
