You can't go to route 11 or any of the right side of the map, until you beat the game. Instead of trying to go to route 11 go back to Opelucid City and head north to route 10. Hope this helps.

You can't go to routh 11 until you bea the elite four. Go back to Opelucid cityand go north. You will se an entrance to another route which you are supposed to go to. It's route 10.
